1. JOB DETAILS: Position Title: Commercial Manager
Reports to: Senior Commercial Manager / Director of Commercial Department
Division: Commercial
Department: Projects Commercial
2. POSITION SUMMARY:
The Commercial Manager leads cost planning, contract administration, and commercial control for major construction and development projects. The role is responsible for budget management, commercial risk mitigation, claims evaluation, and overseeing the commercial team to ensure project delivery within approved budgets and contractual obligations.
3. JOB DIMENSIONS: Number of Staff Supervised
Direct Reports: 2–4 (e.g., Senior Quantity Surveyors / Quantity Surveyors)
Total Reports: 3–6
4. KEY RESPONSIBILITIES AND PERFORMANCE STANDARDS: Key Accountabilities:
- Oversee cost estimates, BOQs, and tender submissions across large and complex project scopes.
- Lead financial management throughout the project lifecycle, including budgeting, forecasting, and reporting.
- Review, assess, and approve contractor valuations, variations, claims, and final accounts.
- Provide strategic commercial input on procurement, contract structures, and value engineering initiatives.
- Manage and mentor commercial and QS teams, ensuring high standards of accuracy and performance.
- Lead dispute resolution, contractual negotiations, and claims management with contractors and consultants.
- Ensure adherence to contractual obligations, governance requirements, and internal commercial policies.
- Identify and mitigate commercial and contractual risks at project and portfolio levels.

6. CONTEXT, WORK ENVIRONMENT AND DECISION-MAKING AUTHORITY:
- Hybrid office and project site presence with oversight of multiple project packages and stakeholders.
- Exercises independent decision-making authority on commercial, contractual, and financial matters within delegated limits.
7. FINANCIAL RESPONSIBILITIES AND ACCOUNTABILITIES:
- Manages commercial performance of high-value (multi-million to billion-dirham) project budgets.
- Directly influences cost optimization, claims management, and final account outcomes.
8. SELECTION CRITERIA: Qualifications and Experience (Essential):
- Bachelor’s degree in Quantity Surveying, Civil Engineering, or a related field
- Minimum 15+ years of experience in commercial management of large-scale construction or development projects
- Strong command of contract law, FIDIC conditions, procurement strategies, and commercial negotiations
- Professional certification (e.g., MRICS, PMP)
- Experience managing complex, high-value developments in the UAE or GCC
